All Saints Home was founded in 1986 by the late Reverend Lee Huai Kwang. Under Reverend Lee’s visionary leadership, five Christian institutions – Bethel Presbyterian Church, All Saints Memorial Chapel (ASMC), Telok Ayer Chinese Methodist Church, St Andrew’s Cathedral (Chinese Congregation) and the Synod of the Presbyterian Church in Singapore – rallied together to build a 30-bed nursing home, converted from the ancillary hall of ASMC at Poh Huat Road, to offer quality nursing care to elderly individuals from all walks of life. Since our humble beginnings, we have grown significantly over the years. Yet our mission remains unchanged – to provide quality care, bring joy and comfort, and honour the dignity of our residents and clients in a caring Christian environment.
With the establishment of All Saints Home (Hougang) warmly received by both the public and the Ministry of Health (MOH), MOH proposed for us to build a nursing home at Tampines Street 44. In response, All Saints Home (Tampines) was officially opened on 4 November 2001. Shortly thereafter in January 2002, plans were approved to rebuild All Saints Home (Hougang), resulting in a newly revamped, three-storey nursing home with 144 beds, completed in July 2004. In 2013, All Saints Home was awarded government tenders to operate two additional nursing homes in Yishun and Jurong East, both of which were officially opened in November 2015 and May 2016, further expanding our reach.
In 2018, we expanded our offerings with the opening of two All Saints Silver Lifestyle Clubs (SLC). Located at Yishun Central and Yishun Fern Grove, the two SLCs opened their doors in May 2019 and January 2020, providing clients with programmes that support active ageing and a vibrant lifestyle. As of April 2024, both SLCs also received Active Ageing Centre (Care) licenses, providing seniors in the community with a welcoming space to foster social connections, engage in recreational activities, and contribute to the community.

Reverend Lee Huai Kwang was born to a humble family in Jin Sha Village, near Shantou, in southern China. His journey of service began after his graduation from Barbour College in 1938. He served as a preacher at Zion Church in Shantou and married Miss Chan Cheng Leong in 1939. In 1947, he relocated to Singapore with his family, where he was assigned by the Presbyterian Synod to Holy Light Church in Johor Bahru.
In 1950, Reverend Lee became the preacher at Bethel Presbyterian Church in Singapore, where he was ordained in 1971 and served as Senior Minister until his retirement in 1991. Even after retirement, Reverend Lee continued to dedicate himself to ministry and service, faithfully shepherding Bethel’s congregation until his passing.
Reverend Lee’s tenure at Bethel Presbyterian Church spanned 55 years, including 23 years in an honorary capacity. Under his leadership, the church grew from a small Teochew congregation of fewer than 20 families to a thriving community worshipping in Teochew, Mandarin, and English. Recognising the scarcity of teaching materials, Reverend Lee authored and compiled resources for discipleship, publishing eight volumes to nurture the faith of church members.
His influence extended beyond the church. In 1951, he became the principal of Ming Sin School while continuing to serve Bethel, a role he relinquished in 1973 to devote himself fully to church work. Reverend Lee also played a pivotal role in transforming Li Sun High School, founded in 1965 by the Synod, into what is today the renowned Presbyterian High School.
Reverend Lee’s vision and courage were evident in his work for the Christian community. In 1976, against societal norms, he founded All Saints Memorial Chapel (ASMC), introducing the practice of Christian cremation in Singapore. In 1987, recognising the increasing need to help the aged sick, he established All Saints Home at Poh Huat Road, laying the foundation for the Home’s expansion to Tampines in 2001 and the redevelopment of the original site in 2005.
In his years of service to God, Reverend Lee demonstrated vision, compassion, and determination in leading Bethel and in responding to the changing needs of Singapore’s Christian community and beyond. His ability to inspire, mobilise support, and secure resources enabled him to fulfill his calling both as a pastor and a community leader. In recognition of his contributions, he was awarded the Public Service Star (BBM) by the Singapore Government in 2002.
The legacy of Reverend Lee Huai Kwang lives on through the lives he touched, the institutions he built, and the values he exemplified. His vision, tenacity, and unwavering faith continue to inspire All Saints Home to this day, as we uphold his mission of providing care and comfort to those in need.
